Villagers on main street?

Does anyone know when villagers start appearing on Main Street? I have 4 voided villagers so far but haven't seen any of them back. Does your town have to be a certain age, or maybe you have to have a certain number of villagers voided first?

I believe you have to have a certain number of villagers move out/voided first.

I believe you have to void more. This guide to the void explains it really well; I'd paraphrase, but it's not loading because this old laptop hates me. :<
