Villagers Not Appearing on Nook Miles Islands Anymore?

I built my eighth house plot today, went to a couple of mystery islands, and invited a villager to move in. Then, a few minutes later, I built the ninth plot and went back to a mystery island, but there was no villager there. I checked the plot, it's still unsold. So I went to another mystery island, in case it was a fluke. No villager. Is this normal? Can you only queue up multiple villagers to move in to empty plots with the first three plots Nook has you build or something? Because I got all three of those villagers in one day.

I believe you can't queue villagers, I think you can only obtain the three-plots villagers in one day (bc its a required piece of the game), but I am not entirely certain.

i think after the first 5 villagers you can only invite 1 a day

Okay, good to know that my game isn't misbehaving. I've heard about villagers glitching and stuff, so I wanted to make sure it was normal. And also now I know to save my tickets until tomorrow. Thanks for answering!
