Villagers moving out

I'm currently doing the 16 villager cycle, and I have one Dreamie in my town right now.
I want to be extra, extra careful, so here is my question...

On the day that a villager is in boxes, how long does it take for the next villager to want to get the idea of moving?

So for example, Keaton is in boxes on the 10th. If he leaves, I have 9 villagers so the game won't forcefully give me a villager. How many days would it take for the next villager to be ready to tell me that they are going to move?

I've read it's 3, but I always do 2, just to be safe. So, if Keaton is in boxes on the 10th, I'd load up at the 12th.

I only ever cycle to get 1 - 2 villagers out and I love all the rest, so I'm really careful!

I got another question;

On the 10th, when Keaton was in boxes, I convinced a camper to move in to my town.
Their plot appeared on the 13th, so would this have any effect on the amount of days it would take a villager to want to move out?
