Villagers Moving In/Out Question

I currently have two towns, and in both of my towns, by the stroke of luck, I managed to ace two Marshals, which is one of my all-time dreamies I plan to keep. However, Marshal's house in my 1st town isn't in a desirable spot, and as much as I want to keep him, I want to let him go for the sake of attaining 2nd Marshal in my 2nd town (I'm thinking that there's a probability of him plotting his house in a good spot IF it does work).

So, question is: Does moving out 1st Marshal allow the 2nd Marshal from my 2nd town to be able to move into my town immediately? Or do I have to go through the 16 villager cycle BEFORE letting 2nd Marshal move in? I'd appreciate it immensely if someone has an answer.

Sorry, any Marshal is still Marshal. You're going to have to do the 16 villager cycle if you want to get him back in your first town.

Unfortunately you'd have to do the 16 cycle first before getting the second marshal. He's still part of your first town's data memory basically which means he's still in the system and even if you kept talking to the second marshal, he won't ask to move into the first town when in boxes
