Villagers in camping site twice in a row?

Whitney just appeared in my camping site for the second time, she was there last iglo as well. I invited her to my town this time since seems she REALLY wanted to live here. VnV

But I thought it was odd? Has anyone else encountered this? Are the camping guests completely at random then? I thought there was at least some kind of rotation what villagers you see there?

Just strange coincidence I guess. I've had Bob in the camp site three times, but never in a row. I've never heard of twice in a row happening before.

In my cycling town I had Barold in my campsite twice in a row he haunts me.

I've also had a few campers three times (not in a row, per se, but I definitely remembered having them twice before). Frita, Alfonso, and Gigi have all been there 3+ times whereas many villagers haven't shown up at all, so no, no rotation.

I've had Lucha twice, both times I wanted him to move in but I had no space... I'm waiting for him to return.

I think it's possible but that would be a rare occurrence considering how many villagers there are.

It happened to me the other day and everyone said it was not possible. Well.....
