That’s weird. I usually see snooty refer to uchi females as he since they are tomboyish. But epona is Peppy right? So that doesn’t make sense. Maybe snootys just call everyone him.
The original japaense text probably used a gender neutral pronoun (aitsu or koitsu) for that specific line and when translating they didn't take this in account and used "he", so if it's a female villager in the random pick, it'll come out wrong. That's probably why they usually say "our neighbor will be happy" and such, keeping the neutral speech. That line must have slipped when translating.
That happened to me once with a new villager who just moved in. I was really confused because I thought they were a female but were referred to as him. I thought maybe I was mistaken but, yeah they were totally a girl and it only happened once. I wish I could remember who it was but it was awhile ago.
