Villagers from other towns moving in

Is there a way to prevent villagers from other towns from moving into your town, after they moved out in the other town (at some point in time)? I hate it when they start talking about "town ..." and singing it's town tune.

Streepass, spotpass, no idea.

All I know is that one of my current villagers is talking about some town I visited in the past. Presumably she moved out around the time I visited that town and travelled back with me on the train.

streetpass is the data sent to people near you i think. it's one way of getting them.

the other is if you visit someone else's town through wifi their old villagers that went to the void have a chance of moving into your town.

the only way to stop it is to disable streetpass and don't visit any towns through wifi.

but like the villagers do eventually stop talking about their old towns. I got beau from someone and he used to mention his old town a lot but hasn't brought it up at all recently.
