Villager won't move in?

Hey this is kinda a dumb question but here goes. I recently tried to get a villager in boxes from another town to move into my sisters town. She has 9 villagers and I checked to make sure no houses were being built. She had a space free but for some reason when I was talking to this villager they didn't give me the option to have them move in. Did I do something wrong?
 
May I ask who the villager is? If it's one of the amiibo villagers such as Inkwell, Wolf Link or a Sanrio
villager for example then it will not work, as they can't be adopt from other players town. Did maybe
someone visit said villager and may invite him/her already into their town? Otherwise maybe check
again if there is not a plot somewhere in the town from your sister, sometimes it happens that you
overlook it, at least I had that case often back then.
 
It depends on what kind of villager it was. If it was one of the Sanrio/Zelda/Monster Hunter/Splatoon villagers, they'll never give you an option to move into your town. Those are villagers you have to scan into your game yourself to have them move into your town.

If it was a regular villager or one of the other RV villagers its one of two things: either you've had them before and they're still in your 16 villager cycle, or someone else talked to them before you did, and they're moving somewhere else. If its the first case, there's nothing you can do except move out 16 more villagers from your town and invite them again. If it's the other case, then you can just talk to them first thing when they're put in boxes.
 
You have to go over to the other town and talk with the villager in order to ask them to move in. Certain villagers like the special Amiibo ones won't ask to move in, they have to be scanned in with the Amiibo in order to move into your town. Did your sister ask the villager to move in? If not, then that's probably why. She has to be the one to get the villager to move in, not someone else.
 
No, you aren't doing anything wrong. As said above, special Amiibo villagers can't be asked to move into your town via asking in another town. But if the town you are trying to get the village to move into has 9 villagers, the villager you are asking to move in cannot come simply because the town has reached its max number. The villager town max is indeed 10, but the tenth villager is a reserved slot for amiibo scanned in villagers.

I have had the same problem in the past, actually.

Actually, you can get your tenth villager without an Amiibo card or figure. The tenth villager will never move in randomly, but you can get them from Amiibo (as you stated), invite them from the campsite, invite them from another player's town, or pick them up from another player's void by streetpassing them or playing multiplayer. I know because I've gotten a tenth villager from all of those different ways.

I think it's more than likely you can't invite the villager because it's a special Amiibo-only villager or someone else has already claimed them. And also, were you on your sister's character since you said it's her town?

Sometimes this will happen if you've already had that villager in your village and had just recently got it moved out (I think you need to cycle through at least 10-15 new villagers in order for them to move in again)
