Villager won't move away with someone?

I recently did a giveaway for Pashmina, and when the person who wanted her came over (She has 9 villagers, no construction plots according to her)... Pashmina refused to ask to go to her town.\

Has this ever happened? This isn't my first giveaway, so I'm not sure what went wrong this time (I doubt it was on my end, but the person insisted she only had 9 villagers.)

Perhaps she had adopted someone before this and the plot didn't appear? Not quite sure.

That was probably the case :<... Completely slipped my mind to ask that, but I thought that was something people knew before adopting :/

If Pashmina was one of the sixtenn most recent villagers to move out of the other person's town, she will not move to their town.

I'm personally aware of the 16-villagers cycle; I just assumed the person who was going to adopt her was aware of that as well. It's a shame she didn't though, but thanks anyhow c:

I thought that you had to have the campsite to even have 10 villagers. Does she have the campsite? Or am I mistaken in thinking you need it for a 10th villager?

Your font colour is very difficult to read! I guess a swipe to turn it blue won't hurt me. At first I was getting eyestrain, tho.
