Villager Reset Trick Not Working?

So I've been trying to clean out my villagers, get my dreamies, and have everybody live in perfect beautiful spots ect. To do this I've been (attempting) to use the villager reset trick, but for some reason it hasn't been working. This is what I do:

1. I time travel to 5:58 am on the day a villager is supposed to move in, save, and then create a new character
2. This new character goes around town looking for the plot
3. I find the plot and don't like where it is so I quit without saving and make another new character
4. When that new character arrives in town, the place where the plot is supposed to be is replaced by a house and the villager has already moved in. I can't adjust where that villager lives now.

Has this happened to anybody else? Am I doing something wrong? I haven't time traveled to the next day. It's the same day so the villager shouldn't be moved in yet. The plot is just supposed to change position, but instead the villager moves in. Why?

I think by the time you create the second character, it is past 6 A.M., so prior to 6 A.M. it would have been a plot, but on your second character it appears as the house, since another day has begun(since all animal crossing "days" begin at 6 A.M.).

Unless you are also time travelling before you make your second character, and then I'm not sure.

This is how it should work;
Let's say, that it's November 21st, and you should be expecting a villager plot showing up tomorrow (November 22nd)
So, you do this;
1. Set the time to the next day at 5:58am or 5:59am
2. Create a new save file
3. Go through Rover's speech
4. Check your town for a villager plot
5. If it's not in the right place, exit without saving
6. Rinse and repeat

From this, I'm guessing that you forgot to set the day forward, but you only changed the time?
I accidentally did this when I was plot resetting >~>

And if you're getting a villager/dreamie from a campsite, they move in randomly after 1-3 days.
So you can't really jump forward, without taking a risk at what day they move in.
You'd have to go day by day and see if a villager plot is there.

Otherwise, if it's being adopted by someone, do what I posted before
