Villager Question

Hi,

I was just wondering if I have 9 villagers in my town, does the last one always have to be obtained through the campsite? I wanted to visit someone's town to have one of their villagers move in, but now I'm worried the animal might not be able to move in! :[

I'm not sure, but when I had 9, my campsite villager didn't even move in even though they said they would!
I'd like to know your answer too for my own info! (Good question)
