Villager question!

Let's say I have a villager- we'll use Puddles for this example- who has moved out. If a friend has her in boxes in their town, what would happen if I went to ask her to move in? I know that you can't have the same villager move in the usual way unless you do the 16 cycle thing, but does it prevent you from asking them to move from other towns as well? I'm guessing the answer is yes, but I'm not sure. I'm still trying to figure out all the rules for moving villagers in and out...

Yes, it prevents them from moving in in any way until you've cycled through 16.

I don't know exactly what she would say, but you would not be able to get her to move to your town.

Yeah they can't move in until the 16 cycle is completed.
