Villager question~

So I know that when you first start your game, villagers will move in by themselves until you get to 9 villagers, and then the 10th can be your choice and moved in by you.

I've been playing for ages, but I've still only got 9 villagers (saving for a dreamie). I was wondering: if I spoke to one of my villagers and they decided to move out, (meaning I would have 8), would a villager move in by themselves to get it back up to 9?

But ofcourse you can also pick the 8th villager yourself if you buy/get a villager from someone
