Villager Plots Aren't Showing Up In Plot Resetting?

So I'm due for a new villager to move in, and as a result, I've been doing some plot resetting so that they don't move in on any paths and stuff. First plot reset I found the villager, they cut into my bushes, and I restarted. Second villager cut into my paths and flowers, so I reset again.

But now each time I plot reset, no matter how hard I look, I CANNOT find any more villager plots. I haven't changed the date or time on my 3DS since the first two resets, and I can't at all figure out why the villagers aren't there anymore. I'm too scared to change my 3DS a day ahead or anything like that incase that triggers a permanent move-in. Does anyone know what might be causing this? Am I just not looking hard enough? Did I screw up somewhere?
 
Unless it's a set move-in (Camper, Invite over Wi-Fi, etc) you won't always generate a plot. Just like how you won't always generate a campsite. I'm not sure if going more days will increase your chances of generating a plot each time, but from my experience it hasn't done much.
 
I had the same problem awhile ago and found this thread dated a few months back:

Was it a random move-in and did you have less than 9 villagers? If so, there's only a chance that a villager will plot, which is the reason the plot didn't show up every time. Let's say you had 8 villagers, and this was your 9th (though this applies to any number below that). You probably expected a new villager because it had been two days since the previous villager put down their house, right? There's only a small chance that a new villager will move in, and this chance increases during the week, with a 100% chance on the 7th day. Therefore, it's possible that you saw a plot the first time, but not the six times after that, and that one showed up again when you loaded the game with your mayor.
 
this is a villager reset right? not a plot reset? if so, are you sure you're on the right day of move in? sometimes, i'll notice the plots stop showing up and I TT ahead a day and it usually fixes the problem. even if there's a "permanent move in" if you're checking with a new character, you can just reset and go back to the previous day, can't you? you haven't saved it, so there shouldn't be a permanent move in.
 
It was just a random plot-in, so that explains why there isn't always one coming in! Thank you for the answers everyone. One more thing though... I have my 3DS clock set to today's date since in-game I had TT'd to April 1st, but each time I load up a new save file, it says the day is March 30th. I'm a bit too scared to load up my main file's save right now on the chance that someone plots down so I don't know what's causing the date to change when I put up a new save.
 
If you're scared that someone will plot down when you load up your main character, the best thing to do is check your town with a new character first. If no one's plotted, then you'll have to save that character/set down a plot for their home which you can demolish after. Then when you start up the game as you normally would with your main character, there shouldn't be any surprises.
 
I HATE MY LIFE. I load up my save file and I find that some villager named "Rudy" has moved in not only right next to me, but RIGHT inside my pink and white flower cosmos. This just isn't fair :(
 
....Did you time travel when you loaded your save file? That shouldn't have happened if you saved on a new character when there isn't a new plot and loaded your main character on the same day.

That's exactly what happened to the person from the older thread. :( Always gotta save your town with the new character!
 
This is outrageous

This is happening to me too and I don't understand! :(
I made a new town and I got Marshal by resetting on a new save file until I got him. But after he moved in I did the same thing (TT forward a day to 5:59 on my mayor profile, then quickly leave, and then get a new save file to scout out the town after 6 am.) There would be no plot, and I looked everywhere multiple times with multiple new save files on the same morning, but there was still no plot. So I decided it was safe to TT forward another day and repeat the process, but I found that a new villager had moved in! They set up no plot the day before, and this keeps happening, every single time. I don't know what's going on! :(
