Villager moving question

When you move into a new town and haven't reached 9 villagers yet, can you still adoptfrom other towns?
I just bought Julian and Gruff just randomly moved in and I was wondering if I could take Julian and not have any problems.

That probably makes no sense.

Yeah,you can adopt villagers pretty much at the start of a new town as long as you remember to have your photo taken.If Gruff's plot is already in your town then there shouldn't be a problem getting Julian to move in.
