Villager moving mechanics?

Please excuse me if this question has been asked before, but I was reading some guides on it and I'm not 100% sure on the villager moving mechanics. I hope you can help!

So here's what I'm wondering:
- when you go from 10 to 9 villagers, does a new plot appear randomly? In what time frame does it appear (e.g. 2 to 3 days after the 10th villager moved out)?
- can you plot reset so that a new villager doesn't appear? Or does the game force a 10th villager on you and you have no other choice?
- if you can plot reset so you don't get a 10th villager, can you perpetually keep your town at 9 villagers by plot resetting?

I ask this because I heard that you should get someone moving in on the 3rd day after a villager moves out (if you have a full village). However, the last person that moved in my town was Moe, and even 3 days after he moved I still didn't see a plot up for a new villager after resetting 10+ times. I don't know after that, because I invited Fauna from the campsite.
 
If you have 9 villagers, a 10th won't move in unless it's over streetpass, invited in from the campsite or you ask them to move in from another town. Another can potentially move out even at 9 which would give you 8 and then eventually another would move in to make it 9 again. If you have 9 villagers, the game will eventually try to move another villager out.
So basically:
9-10 villagers "Exiting period"
<8 "Entering period"
 
Thank you! I suspected that no one would move in @ 9 villagers, but I didn't know for sure. Now I do :D
