Villager move out/in help?

A few months ago Rosie moved from my sister's town, and got street passed into my town.
Is there any way Rosie can move back into her town because it is the same Rosie? Or does she still have to cycle 16 villagers?

Because Rosie moved out of her town, she must go through the 16 villager cycle to invite any Rosie back into town.

She'll need to cycle through 16 but if you hold her Rosie for her, when your friend goes back to get her or when she visits until then, Rosie will remember her (but only if it's the specific Rosie who was in your town).
