I just restarted a new town today, I wasn't happy, proud, or sentimental of my old town and wanted a brand new fresh start!

I started today, so does a new villager start to move in tomorrow? I read that the day after you start the game, a new villager starts to move in (is this true by the way?), and I am scared they will move somewhere on the map that I wont be happy with. Is there a way to see where this new potential villager moves tomorrow morning before I play?
 
Yes, indeed, you'll probably end up with a smug or uchi villager. Just plot reset and you'll be fine.
 
I believe that a villager always does move in the next day after you start the town. You can plot reset to get them in a good spot but I think the villager changes each time you do.

Ok so tomorrow morning when I go on the game, before clicking my mayor, I make a new character instead? Then search the town to see if someone moves in? If someone does start to move in and I don't like the location, I don't save.If I do like the location I do save?

Yep, but its not like you could accidentally save, unless you talk to Tom Nook and get your house sorted and then talk to Isabelle.

I have never made a new human villager before lol so that's why there is so many questions lol sorry!
So if I do like the villager map placement, I would continue to talk to nook and isabelle, build the house and save?

Yes. Btw you can delete the new character afterwards.

Pretty much, as soon as you arrive Porter will tell you to go to town hall and talk to Isabelle, at this point you will probably just run around town looking for the new plot. Once you have a villager in a position that you like go to town hall and Isabelle will tell you you need an address, so you go to Nook's Houses, sort out a house with him, go back to isabelle and she will give you your TPC and save the game (which wasn't possible before). After that you should be fine to delete the plot resetting character and you should still have the new animal in your town.
