Villager is always in his house?

My newest villager, Bam, is never outside! He’s constantly just in his house, or at the cafe. Do you think this has something to do with the time I play? I usually go on at 10am, and he’s almost always in the cafe then. Then in the afternoon, he’s in his house. Does anyone else have this problem?

Muffy its most of the time in her house, I can only saw her out when its pretty late.
