Villager from Campsite won't move in?

I've never had her in my town, and only have 9 villagers. I haven't seen any plots, so what's the problem?

She says "I think I'll move here," and when I say "Sure!" she changes her mind. Should I say "no?"
 
Villagers can take a while sometimes to move in. Just keep asking. It'll happen eventually. I had to ask a villager 14 times once.
 
Yep, sometimes you have to put on a movie and settle in for some A-button mashing.
 
If you want to convince a camper to move in as little time as possible,do this:

-Don't carry more than 5,000 bells into the tent/igloo.
-Empty your pockets completely before entering the tent/igloo...no tools,shirts,furniture,etc.
-Keep talking to the camper until they agree to move in

You can tell you're getting close to getting them to move when they start bringing up the moving dialogue(i.e."This town is great.Do you think I should move here?") more frequently.
 
Keep talking to her and she will eventually move in :) it could take a while though. Good Luck!
 
I always have more luck if I carry at least one item that they can buy off of me. Just a stupid piece of furniture that I don't care about. Sometimes, when they try to move in, they will do it by betting your item in a game of charades/made ya look/rock paper scissors. Sometimes you can lose those games, but I find that they're more likely to move in through a game then through just agreeing to it normally.

Carrying more than 5k helps for me at least as well... In case I lose the item in a bet and need to buy a new one through the 5 items game.

Once I had Zucker in my campsite, SOENT a good 30 minutes trying to get him to move in. he'd always say "maybe I should move here.." But then he'd be like "LOL jk" afterwards.
I finally went outside shook a cherry tree, grabbed a cherry, went inside, he wanted to play a game, if he won he got the cherry, if I won he'd move in.

So yeah, having an item they can buy definitely helps a lot.
