Say if you have a villager moving out and you want to ask a villager to move in on the same day will it work?

I traded my Shep away last week, but he never moved into the recipient's town. She spoke to him, he asked to move to her town, everything seemed fine. But then someone ELSE moved into her town, pretty much cementing the fact that Shep was gone. What on earth happened?

if they visited someone else, the last villager that moved out of the town she visited might've occupied the slot first.
it's pretty weird if he said he was moving to her town, though. ):
