When they're already moving and they tell the person the date they're moving they'll start packing their stuff. You go over to the town who has the moving animal and talk to them and theirs an option to tell them to move into your town. you have to have space in your town for them though

Does anyone know if a villager who has announced their move is considered "free space" in your town? What if they're all packed up? Or do they actually have to be gone gone for you to trigger another villager being able to move in.
