What is the quickest way to TT a villager out of your town?
I have had no luck going 4 days at a time.

The method I read about was TT two days and then go back those two days and walk around and dont talk to your villagers until one of your villagers wants to talk to you (hopefully to tell you they want to move out). You'll have to track down some villagers though because some might be in the museum and whatnot.

Can a villager still move even if you tell them not to move?
Like people say something when you talk to a villager that is moving and it ask you if you want them to stay or not, and you choose leave, sometimes they will still stay.
Does the opposite apply?

Never happened to me.
Pretty much 100% fine
 
I have Fauna moving out. She'll be given to Niya (for Fang). However, if anyone has Bob the cat or Whitney the wolf and would be willing to trade for Fauna I would be happy to trade.

Hamphrey packed up. Not a guy I'm expecting to get any trades for so is anyone interested before I turn him out? (I dont know whether to post this here or in the giveaway thread aaaaah! I just don't want someone to miss him that really wants him D; )
