In Wild World I managed to do quite a few successful villager trades; all you had to do was make sure your "ninth slot" was cleared before someone moved out, and then WiFi after the neighbor moved out of your town. I assume it's similar in New Leaf, though I don't know about the ninth slot business still being in this game.

Well, Vesta has officially moved out of my town today! If anyone wants her and is willing to do a trade with a villager I like, I might be interested

Other neighbors in my town: Robin, Carmen, Drift, Vladimir, Sylvia, Curlos, Elmer, Frank
I don't really want to keep any of these neighbors forever in my town, so I'm willing to do trades with these as well.

I don't have a specific list of 10 neighbors I want, but I just went through a list of villagers in New Leaf and picked out ones I wouldn't mind living in my town. Sorry for the length, just trying to give lots of options for a trade! (I'm almost more picky about having good villager house locations than specific villagers!) But I'll bold the ones I especially like:
