Villager Cycling?

So, I'm kind of curious because I haven't seen it talked about anywhere, but I know in NL when a villager moved out, you had to cycle 16 villagers before you could adopt that same villager again (unless you had their amiibo later on), and I was wondering if NH has a similar/the same mechanic? Does anyone know?

Nah. I moved Tipper out first and saw her on an island later. Same with Twiggy later.
