Villager amount question

So I'm villager resetting and have a question.

I had 9 villagers, then Pekoe moved in from camp and made it 10. Then Static moved away, making it 9.

Would another villager move away, or would Pekoe just not count and someone would move in?

yes another villager will move away since there is 9 villagers. 8 or less = no villagers will move
9 or more = villager will move.
