There was restocks all throughout Yesterday and this morning of them. It's like the other liited collectibles, only a certain amount at a time get put in stock. The timing was random, so it was mostly luck if you could catch a restock. The Valentine's forum is down now, though, so I'm not sure if there will be any more restocks
