You can find it at retail and the police station. At retail it's around 450 for each piece. Sometimes it can be higher.
All villagers have an inventory. If a mayor from another town gave them a sloppy item it's in their inventory.
Tutu was my starter and her sloppy clock was up for sale at retail. She doesn't have any sloppy items in her house.
If you have a spare town and don't care about the villagers house remove everything from retail. I have a town for growing perfect fruit only and the players never speak to the villagers. One day I forgot to put the items back.
The next day a sloppy clock was there. Every 2 to 3 days a new sloppy or cardboard item showed up. Each day I removed everything from retail. When it slowed down I stopped going to retail to check on Saturday and Sunday. On Monday a new sloppy item was waiting for me. A mayor from my other town checked the villagers houses and they have about 4 to 5 items left.
Completed abunch of sets including the wall/floor. Two towns have sloppy rooms and gave sloppy items away to visitors.
