I'm honestly not entirely sure which villagers are popular or not, but some I like that I think might be less popular are:
Olaf, Bella, Roscoe, Savannah, Mint, Tasha, Yuka, Curt, Del, Groucho, Rasher, Rolf, Huck, Ken, Kidd, Phil, Shep, Nibbles, Caroline, Eunice, Charlise, Megan, and Ursala~

One underrated villager I have grown to like is Rodney. He is a bit weird looking so I was uncertain at first. But now I find him soo funny, I have very much enjoyed him in my town. I also like Hazel, I had her all through New Leaf. I have Midge now, she is underrated but she is very sweet.

honestly the villagers I love the most are the unpopular ones. popular villagers are popular for a reason and they all have great designs, but there's something just so special about randomly running into a villager that you had never even seen before and realizing that you love them.

some of my unpopular faves are Bertha, Gonzo, Shari, Megan and Bree. they're all precious and they're not allowed to leave my island ever

I ran into Leonardo mystery island hopping. I really fell in love with him. I find him so cute. I really enjoy the jock villagers in new horizons more then I did in the other games honestly

Beardo and Klaus. Both of them are funny-looking big bears, but I grew to love both of them. Smugs are my favourite, so maybe their personalities just won me over?

Rodeo stan forever! Also Pietro is pretty well-known, yet divisive, but I obviously like him a lot. But on the other hand, many people don’t pay much attention to Rodeo or even know he exists...

Mine is Klaus but I will admit that trying to decorate his house is FRUSTRATING. He starts out looking almost the same as Diana--very similar interior AND exterior, whirlpool at the center--but I give Diana gifts and her house continues to look pretty great, and if it starts to fill up with quest bugs it only takes a few terrariums or shell lamps or w/e to move them out. Klaus, though. I swear nothing on earth will convince him to give up his toilet. I keep giving him sofas and tables that he never places. He's lost his cool zodiac furniture and ignores my replacements. It is SUCH a struggle.
