You need to upgrade your house twice for him to appear.

After you pay for the first house's mortgage! And you have to have gotten your approval rating to 100% I believe.

After you pay off that house you'll be visited by Tortimer when you load your game file. Visit him by the dock that day and the following day you'll be able to travel to the island.
