Ugh, Jitters just MOVE already!

I am very close to achieving all of my dreamies on my second town, but in order to get my last dreamie, I have to kick out my last unwanted resident...Jitters. I have been TTing nonstop for almost a day and not once has he pinged me to move! All of my other villagers keep pinging me but I keep saying no because obviously I don't want them to go. I'm getting very frustrated to this point and just want Jitters to leave already. >.< Has anybody else ever had problems getting unwanted villagers to move?

I have spent three in-game months (January through March) trying to get Soleil to move so I could get her into my hamster horde in another town. She was already at the top friendship level (had her photo), so you would think she'd be itching to leave but she just wouldn't. Finally, this morning, another villager informed me that Soleil was thinking of moving! I'm sure my cheer woke the (real life) neighbours!!
