That happened with Sylvia from my old town, we exchanged a few words per day and one day she just got in boxes ready to move without warning.

Recently, Paula who I asked to stay suddenly got in boxes without telling anything before.

Something like that happened with you guys?

Yes, Muffy in my first town, Agnes in my second, and then the other week with a peppy - Apple again in my first town. I'd been great friends with everyone in both towns and no one told me anything, and the movers never dinged me.

Someone posted the other week that sometimes they only ding your other characters, not your mayor. I don't know if it's been proven but I'm using my other characters every day now too just in case!

Fuchsia (also an uchi) has lived in my town for over a month and I don't think she's ever pinged me for anything even though I talk to her daily. This kind of worries me that she will do the same and be in boxes one day!

this happened with my friend and blanche (who i actually gave to him, she was one of my starters and i miss her) and apparently isabelle didn't even tell him. her house just vanished one day. it was really weird.

i guess it can happen if you're not close enough, but i still think it's weird isabelle never told him when blanche was in boxes.

I had this happen with Chrissy, a peppy villager, so it definitely isn't exclusive to uchi villagers. She also gave me a picture so our friendship level was high.

Regardless I am sort of paranoid that Fuchsia will randomly move away from my town. :(

Particularly, I think it would better if we got a "No Moving Out" ordinance.
After all, there'll be days which we'll need to give a break in New Leaf and would be frustrating if our favourite villagers left.

Uchi villagers don't wake up till 11am, which is late. It's how I sometimes miss them until I play ingame evening.

In fact I find some villagers (spread through all types) hard to get hold of - they are not in their house, but nowhere in town.
Have to remember to save & reload to make sure I talk to all during the day.
I know they are likely in a building but I don't think they will give you the rumour dialog in buildings?

I rely quite heavily on the rumour thing - ie hoping other villagers will tell me someone is thinking of moving or they tell me about various nonsense rumours.

Was going to say the same thing. ^__^
I talk to everyone until they tell me they have to think about something and not to bother them. That way I know who's leaving and who to expect the ding from.

villagers will always be outside and ping you when they want to move, that is how the game works, you did something wrong.
