Tycoon Bell Saver Badge Question - Is Phineas ever wrong?

So a few days ago Phineas gave my the Tycoon Bell Saver badge. Says in the description that it is awarded for saving over 1 billion bells. I only have 120,000,000 bells saved. I'm not complaining, but what's up with that?
