You should probably start holding villagers for longer. There's lot of villagers that you are voiding that people are looking for. Give it at least 10 or 15 minutes.

I'm holding villagers for quite a long time because not very many people are on TBT right now. XD. I'll cycle faster when a lot of people start lurking

Ah, yeah I think it's just because Mozzy wants to reset in one of her cycling towns ASAP to get a new roster of animals to give away. I don't think her current ones (apart from 2) are very popular, hence the reset.
