It's like this: When you void a villager, you can give that villager to someone else through WiFi or StreetPass. That's how you give people villagers in Wild World and maybe City Folk but idk about that one.

The void is the empty space the villagers go to if they don't get adopted. If you visit, or someone visits you, and they have space in their town, the villager who was sent to the void might end up moving to that visitor's town.
Edited to add: I got my Marshal that way - I visited a town where he had been voided by accident

It can work both ways - either you go visiting or the other person visits you.

what do you mean? I accidentally went to the first town listed by someone named Asho because I thought it was Konan, then Konan's actually showed up and I went there.
