What Paperboy said. If you decline a request for moving, you can travel as much forward as you want without having the risk of someone moving out.

What? Not true. Julian said he wasn't moving out, but WHAT DO YOU KNOW, when I travel back he moved out.

you can also TT and then creat a new character before loading your mayor to check if anyone moved out c:

If you really want to TT, then make sure to do it only after you decline someones move out request (I also recommend you have at least 9 villagers so you don't get a random move-in). Only TT forward, and not back. TTing backwards has ruined my entire town (villagers moving out/in), so I wouldn't risk it. I usually only TT 5 days at a time (every five-six days someone asks to move out if you have 10 villagers, I've found in my experience).

I usually don't risk it moving that far forward at once, do a few days and check up on your people to make sure nobody pings and then go forward a few more days and keep checking, I have had people move out too many times on me from tt'ing so now when I do it I am overly cautious. I actually run around with my megaphone to make sure I check up on all my dreamies.
