Trying to Adopt, but Villager says town is full, when it's NOT???

So this recently happened to me.

Let me start off by saying I have one *existing* house plot, and then a non-existent one because I only have 9 villagers/house spots.
That's TWO open spots Sherb can move in, but when I went to ask him to move in he said there's no room and village is full? What the heck??

Luckily, Nate mentioned he wants to move today but I TTed to him being out so I can (hopefully) grab sherb after the seller is back from real life things.

Any tips on what to do as well?

You have to plot down another house, you can only kick out a villager if you have 10 full spots.
