It's not "rare" at all. It's rarer than typical island items, but if you have club Tortimer, you can just keep going back and forth to the island, each time resetting the items there. The only part which should drastically increase its value is the fact that it's 150 bells. If you factor in that 10 medals ~ 10k bells and assume a linear relationship, it would give ~150k. Plus all the going back and forth and time for that, this really shouldn't be worth more than 500k.
