Hey, I'm pretty sure the only way you can learn the Trash Bags DIY is by fishing up enough boots/cans/tires until it triggers you to learn it. That's how I ended up getting it ages ago.

Tire Toy, Tire Stack, Trash Bag, Recycled Boot, Thumb Piano, Succulent Plant, Land Fill Wall and Floor are all learned by fishing up trash. Different trash in certain numbers. Best to use some NMT to get to trash island and just fish like crazy as all fish are trash.
