Traded villager moved out without a word?

I bought Sherb from someone and I've time traveled multiple weeks forward.. Suddenly he moved out? His plot is just empty.

EDIT: Someone moved in from someone elses town.. how?

This is very concerning! Perhaps it has something to do with the villager glitches? I've cycled a lot of villagers too and so far each one has asked to move and didn't move on their own.
