Town Rules & Signature Help

Yeah so I am new around here and trying to sort out my account with a signature, town rules etc.

My questions are:

How do I add a Spoiler tag to my signature so I can add town rules?
Can I change the 'Spoiler Tag' lettering to something like 'Town Rules'?

Also I have seen some folk have the rule not to talk to their villagers. Is there a reason behind this? Does it make your villagers more likely to leave or something?

Any other town rules you have seen that make no sense?

Also is it safe for me to add my 3DS FC to this site, noone can access my town unless I add them also right?

Can i just say i LOVE your signature, its been done great! i would try and copy it, but i would fail haha
Anyway i dont understand the rule of not talking to villagers either.. its very silly, they can only move if they're packed up and are then spoke to

And yeah I thought as much :/
Maybe they just have it there incase at one point they DO have someone moving out that they are trying to keep? I dunno xD

For the spoilers, you use the tag [.spoiler][/.spoiler] without the periods, and yes, you can add it to your signature. For changing the name, you'd do [.spoiler=name here][/.spoiler].

I don't know about the villager thing.
