My poor poor town is a mess I have no where to layout my paths what so ever I have flowers all over the place wondering what to do with them. I have nearly all my dreamies and my house is about 1/4 full I have no idea how to fix anything! Also the trees are a complete mess!
What would be the best thing to do in this situation?
Should I get some help or just reset and get someone to hold my stuff?

Didn't you reset a while ago? You should start placing paths, then you can place trees and flowers around them. If you want I can visit you to help you, like I did a while ago.
About the flowers, what I did is placing them all at the beach, in order of species, and then start planting them on dirth patches/around paths. Combining the same colour or species of flowers work best, but hybrids together with normal flowers look nice too. Try experimenting with colours and think of what you actually want, before doing things. Hope this helped!
Unless your map is really bad, I wouldn't reset. All the problems you've listed here can be fixed really easily and you already have a bunch of villagers you wanted.
I think you've posted about your issues with paths before and gotten lots of helpful advice? Maybe I'm just confused. Either way, I'm pretty sure you do have somewhere to layout your paths since you just have to lay them out on the ground. It helps if you start by putting paths between the spots you visit most. You don't have to finish them all at once. It's also really helpful to take note of the routes you take often and even to draw your paths on a map of your town.
The flowers can be removed, you can dig up unwanted flowers and keep only the ones you want (for decoration or breeding hybrids). More will appear. You can also sort through the ones you have before you decide what to do. Do you have the Beautiful Town ordinance? While that means less work because you don't have to water the flowers, it makes villagers plant more flowers, so if it's bothering you, you can change it temporarily.
I don't know if your house being 1/4 full is good or bad.
You can just cut trees that are in bad spots and plant more trees elsewhere by burying fruits and bags of 1,000 bells. It's not a big deal.
Since you used mess to predominantly describe your town, my suggestion would be to clean it out.
You said that you have flowers all over the place and you cant place paths. The first solution would be to pick 2-3 species of flower that you would prefer to have in your town. In my case, I preferred to have hybrid roses and tulips. You can carefully pick out all the flowers that you like and relocate them first as suggested by Barbara to the beach. You can dig out other flowers to easily get rid of them.
The second step would be to chop up some trees but make sure you set aside some of the fruits for replanting. You don't need a lot of fruit trees. You can also store your fruits in letters and have them saved so that you have a reserve stash.
After clearing your town a bit, you can maybe see it as a blank canvass, you can carefully plan out paths and plant around them.
You seem to make excuses to reset whenever you don't seem pleased with something. No offense or anything, that's just what it looks like to me. Perhaps try and get the dream suite so we can help you a bit more with placing things?
Either way though the best way to start working everything out is first establishing what areas you walk around most like what Laser Beams said. You said you have an alright layout, so all you have to do is think of what you want it to look like in the end.
Wherever your house is, start there, then try and connect it to the train station, re-tail, and other buildings that were already there. If you want a more natural feel, go with more grassy paths or something. If you want a more modern feel, use bricks or stones, anything like that. What theme do you like the most? Even if you don't have specific theme, start with what you like the most and work around that idea.
Have a goal in mind. Are you working towards a perfect town? That's always a good place to start too. Just start planting, get all the fruits you want. What flower colors you do like best? Plant all the trees you need. Where are you villager houses located? Work towards connecting those too with paths or wait until all of your dreamies are there to place paths there. Since you have nearly all of your dreamies, you can just place flowers where they should be if you plot reset.
Your problems aren't really that hard to fix honestly. Trees, just buy lots of axes to chop everything down, or ask someone to help you chop down the trees. Plant them back later by buying lots of saplings and keep the fruits that you get. Move the flowers to the beach for a while until you're absolutely sure where you wanna lay them down. Don't worry about the house yet since you don't seem to have anything in mind for that, but if you wanna work on that too, just start collecting things for the catalog so that you can order them later and design your house.
There's so many options, you aren't restricted with this game. Just play how you wanna play and design how you want. Just go slow, no need to rush and make it beautiful yet. One step at a time is best.
The first thing you need to do is chop down all of the trees. All of them, fruit and cedar included. Then you place the paths, and you start planting trees according to that from there. Flowers, get them into hybrid breeding fields or give them away on Re-Tail/sell them to IG Re-Tail (selling non-hybrids to others is generally considered a move of greed). As for your house, don't worry about it right now, focus on one thing. Use it as a temporary storage and figure it out later. As for your theme, I think light-colored PWPs are a good start, like the wood bench, the picnic blanket, etc.
