Town Hall saying for perfect town?

How do I know when Ive had a perfect town rating? What does she say? I know about the jacobs ladders showing up but thats only after a couple days right?

I got a perfect town rating yesterday and it definitely goes like the above and if you've just achieved it she also mentions considering a few new public work projects to celebrate or something (the flower clock and town hall renovations)

Thanks I knew it was something specific I just couldn't remember. So far I think the only thing villagers are missing are more plants but my little island sorta area is covered in flowers with more scattered around and I have bamboo and bushes and trees and fruit trees too so all Im doing now is adding more flowers so I can upgrade to the golden shovel and hopefully upgrade my store again. I only have 9 villagers, do you think that could be hindering me also getting a perfect rating?
