Top Cliffs Qu

I'm still terraforming my island and I thought I would ask here instead of wasting time in my game to see if it will work. I know that the very top cliffs you can build you can't reach with a ladder but I was wondering if you can be on them if you use a ramp instead if you can build one to them?

Also kinda wondering the point of being able to form that layer if you can't access it at all...
