the tiers system works more on what is popular at the moment, rather than what is popular collectively over time. It'll be interesting to see what similarities come up between the two, though.

1) Diana (she was a starting villager and even greeted me at the train station when I restarted my town! I also really like her design.)
2) Marshal (A cute sulky marshmallow squirrel. What's there not to like?)
3) Fauna (she's plotted near Diana and the two are the best of friends; I also really like her cute design.)
4) Flora (I really like villagers that deviate from the species norm. Like Flora is a flamingo, but is considered an ostrich vice versa.)
5)Tom (possibly the only cranky I like.)
6) Phoebe (Like with Flora, a villager that deviates from the norm. She's a phoenix.)
7) Lucky
8)Ankha (I really like themed villagers as well.)
9) Rudy
10) Genji (possibly the only jocks I can tolerate.)

I do see that there are differences between this and the tier system.
The tier system is based off of who is in signatures and who is looked for in the looking for threads and how fast it takes for a villager to be adopted.
This is based off of the community voting.

Could you expand a bit on what you mean by "what is popular collectively overtime."

Everyone can only have one of each villager in each town, so even if say, Lolly, was the top of everybody's list of favourites, she's not exactly going to be in the highest demand all of the time and therefore top the tier system as well, hence why the tier system refreshes to reflect what currently is in demand and popular.

I hope that makes some sense? As in, people's favourites are more permanent than the tier system which reflects demand, as not everyone's favourites refresh each month along with the tier system.
