tom keeps telling me to find plots for three buildings!!!

asking for my mom. she has put down the spots for the three new villagers, built the items and submitted everything, but tom is still telling her she needs to find spots for the three plots. what does she do to get past this as it iddnt happen tome

Has she also put the required exterior items right outside the houses?

Make sure the exterior items have checkmarks as well, I had issues with some items being "out of bound".

yes she has. i even checked. once you click on it it has the option to check the interior and exterior items. you click either one it says on all the interior and exterior items have been submitted

edit: saving and coming back did the trick
