Tips for catching a petal tail dragonfly? (time travel)

I really need to catch one. I've been trying in late October (24) around 5:30. Any help is very much appreciated!

i found it around september close to rivers and bunch of flowers close to it

and around 5-6 when sunset its appearing

You're looking at the right time (Aug,Sept,Oct) although the 5:30 is ambiguous. Keep walking along the river bank.

Check the ponds and on the beach. I've found some on the beach.
Caught 4 for 4 players two weeks ago. Walked slowly along the river and it just appear flew slowly towards me.
Bug off might be a good day to try since it doesn't rain.
