Time Traveling Help? No one moves out??

I got a second copy of new leaf and decided to make a cycle town. I got my town development permit, built the campsite, and then I tried to cycle. It didn't work yet I kept on trying, eventually I gave up and just starting TT to random dates to see if anyone would move out. I TT so much (even to 2050), but no one moved out... I honestly have no idea whats happening. (I tried cycling with 10 villagers, could that be a problem?) can anyone please help? (:
 
I don't have to talk to tortimer, I think. Isabelle never introduced me and I visited the dock and he isn't there.
 
I read somewhere that you have to pay off your first home loan before villagers start moving out? (This is also what triggers Tortimer's appearance)

ah yeah that might be it. once tortimer shows up, you would have to talk to him and then you're all set

This is incorrect ~ You don't even need to pay your permit to get villagers to move out. I cycled without even talking to isabelle twice.
 
You don't have to talk to tortimer. Villagers started moving out for me when my development permit was over 50%. Just go forward a day or two at a time and someone will move. Making massive leaps forward over several years doesn't usually move villagers out :)
 
As soon as you have 9 villagers, they will start moving out. Big jumps in time don't help. As mentioned in other responses, paying off any kind of debt isn't required. I like to get the 100% rating so I can build an extra bridge in order to make getting around easier when people come to adopt villagers. I never bother with the campsite as I don't have the patience for the time it takes to convince some of the campers to move in.

Assuming you don't care who moves or stays, I would suggest the cycling method in this thread on Foolproof Cycling. It works like a charm.
 
Do you have at least 9 villagers? I don't know if you absolutely need the permits and talking to Tortimer, but you do need at least 9 villagers before someone will think about moving.

Sometimes, it can take a few days for someone to even think about moving if you've recently denied a request to move or if you've just entered the stage when someone might want to move out. For example, some months ago there was a whole week in my game when nobody was thinking about moving at all. When nobody is thinking about it, even if you check if someone would be missing in the future, nobody will be missing from your map.
 
Thanks for the replies everyone (: It worked for me, after I payed my first loan and talked to tortimer I was able to cycle.
 
Villagers never moved out in my cycling town before I talked to Tortimer, so I'm entirely sure Tortimer triggers them to move with his grandpa stories.
