This is why Tiers shouldn't exist.
Some people even auto void tier 4s. Finding Lyman is gonna suck. But yeah tiers shouldn't exist.
Too many people take it the wrong way and think that higher tier=better, or are embarrassed to have lower tiered villagers. Which is why always see the same 30 villagers in towns. I can see why tiers are necessary for competitive pokemon, fighting games, or mobas, which help character's gauge their potential. But this is ac and the characters don't have potential, none is "better" or rarer as a villager than another. I know it's a way for helping on pricing villagers, but I don't think would have too many issues without. And overall I think it does more harm than help. And a lot of people think of it as a way to see which villagers are even worth offering as stated above.They're not official. It's just a way to show what villagers are more popular for selling here on this site.
I understand how annoying it is for the villager that you want to be voided by someone. But (and I'm probably going to sound like a jerk) here is how it is from a cycler's perspective:
I don't always cycle. But when I do have my cycling thread open I offer my services for free because my goal is really just to help as many people as I can. And at first I was doing it without voiding any villagers (or at least trying not to) So whenever a villager was in boxes I'd go ahead and make a post announcing their availability and then waited for someone to ask for said villager.
Popular villagers like Beau, Diana, Ankha would be claimed within minutes, sometimes even seconds of me posting that they were in boxes. But less popular villagers would take longer. I'm talking about hours here. Hours of me refreshing the tbt page, posting on tumblr, on reddit, and everywhere I could think of just to wait for someone to claim said villager. It was incredibly frustrating to waste so much time. Seriously, you have no idea how boring it is.
Then I realized something: I don't owe anyone anything. I'm offering my service for free, why should I stress over helping people who aren't even grateful for what I do for them? Seriously, half of the people I give villagers to don't even say thank you. And even less give me wi-fi rating.
So unless someone says "Lurking for _______" or anything along those lines I usually just void the villager I know isn't going to get adopted.

The thing that bugs me with tiers is that a lot of people seem to have the same dream villagers, like people think that because a villager is tier 1, they must like them too, instead of playing the game and finding dream villagers on their own. This doesn't go for everyone, mind you, but still.
From the majority of signatures i've seen it's usually tier 1 and 2 with one or two lowered tiered villagers. I would think more people would want to avoid high tier villagers to be special, but I've hardy seen that. Anyway I don't wanna argue.95% of people don't want tier 1 villagers because they are Tier 1, the villagers are tier one because a lot of people like them. People who let the lit affect their decisions are in the extreme minority.

Of course people can genuinely like a villager, and they are free to play the game they want. Nothing wrong with that. A lot of them do have really unique designs like Zucker, Ankha, and Kid Cat. I myself like Marshal and Erik a lot, they have nice designs. I think it's dumb to hate a certain villager because they are popular too. I don't think that just because you like a high tier villager, that you only like them for their popularity. However I still feel like people let this affect who they do and don't want.I'm not trying to start an argument or anything. But I have a lot of Tier 1/popular villagers. And I can tell you that I don't pick my villagers based on what people think of them. I have Marshal in Eclair because I love his design. A lot of people think that he is bland, but the concept of an albino squirrel is pretty interesting to me. I also have villagers that a lot of people dislike. There have been times when people have come to my Hell, seen Katt or Tabby and said "ew" but it doesn't make me embarrassed nor does it make me want to get rid of them.
Obviously I can't speak for everyone. But personally I don't think people like popular villagers because they're popular, but rather those villagers are popular because a lot of people like them. Yeah, obviously there are people who like low tier villagers more. But it doesn't mean that they're "above the herd" or anything like that, it just means that they have different tastes.
There is some truth to your statement though!
I was so pumped waiting for ACNL to be released that I did a lot of research on it. Before I found out the game had an online community, I spent a lot of time looking through wikis. It was like this that I knew what every villager looked like before the game was even released. I remember even making a list of which villagers I wanted, which if I bet consists of mostly villagers that turned out to be different.
BUT. There are people that go into ACNL without doing any research (whether its because they dont want the game to be spoiled or because they don't care) and I've noticed that these people tend to be happier with their villagers regardless of tier. I had a friend whose town was full of low tier villagers and she thought all of them were great. She had a town without paths or hybrids or anything, and had had her town like this for a long time. She was happy with it, and I remember telling her I loved her town and her villagers. But when she came to my town she was really impressed with it. There were villagers in my town that she didn't even know existed. Some of them she didn't really care for, but I remember her falling in love with Stitches and saying she wanted him in her town. Not that she went out of her way to get him or anything, but I do remember her liking her lazy villagers less after seeing Stitches. However, she didn't know Stitches was popular as I thought it'd be a **** move to tell her "My lazy villager is popular and nobody likes yours" I just told her that they were both equally cute.
There was also another friend of mine that knew little about ACNL until he joined tumblr. He didn't know Julian existed until he kept seeing him around tumblr. And (given that he loves unicorns) he fell in love with Julian from seeing him in screenshots. If Julian hadn't been popular and nobody posted pictures of him anywhere then he probably wouldn't have found out about him. But again, he liked Julian because he was a unicorn --not because he was popular.
