Thought bubble on a villager who then tells you they forgot what they wanted...

So this happened to me twice already.
I wonder if it was because I had a full inventory and the villager wanted to give or sell me something but they had the thought bubble and upon approaching them, they just told me that they forgot or it slipped their mind.
Did anyone else experience this?
